First, I am requesting records showing the number of tickets and/or citations JHS and/or its resource officer, Officer Wright, have issued in the past three years for truancy.  In addition to the number of citations, I am requesting the amount of time absent in each case preceding the issuance of the citation for truancy.  As to abide by FERPA regulations, I am not requesting private demographic or directory data.  Second, for specific communications including all of the emails between October 14, 2019 and november 11, 2019 containing the name(s): Grant, Hughes, and Grant Hughes.  The sender(s) and recipient(s), may include, but are not limited to: Amy Varns, Craig Wright, Joey Dion, and/or Andrea Lee.  Third, an audit report taken from Skyward showing when and by whom Grant Hughes's attendance records were updated during the Fall 2019 semester.

1.  From South Elementary School in South Jacksonville, Illinois, I am requesting the following:

a.    The total number of points deducted from all students in Kindergarten teacher Michelle Graham's classroom in the "Class Dojo" behavior tracking application for the months of November and December 2019. I am not requesting names attached to the responsive information, just the total number of points deducted from the class, as a whole.

b.    The total number of points given to all students in Kindergarten teacher Michelle Graham's classroom in the "Class Dojo" behavior tracking application for the months of November and December 2019. I am not requesting names attached to the responsive information, just the total number of points deducted from the class, as a whole.

c.    The total number of "color days" for all students in Kindergarten teacher Michelle Graham's classroom in the "Class Dojo" behavior tracking application for the months of November and December 2019. I am not requesting names attached to the responsive information, just the breakdown of each "color" on the behavior chart.

d.    Any in-building correspondence, internal or external email or text message communication from Kindergarten teacher Michelle Graham to any member of District 117 administration (including South Elementary School Principal Tim Chipman, District Superintendent Steve Ptacek, and any member of the district's Special Education, Paraprofessional, or support staff) regarding my child, Johnathan Huff, between August 11, 2019 and the date upon which this request is processed by District 117. Responsive documentation should include any communication that may not specifically mention my child by name, but may be in regard to any contact made by his mother, Christine Huff, or myself, Colby Huff, with any of the above-named personnel.

e.    Any communication with South Jacksonville Elementary School Principal Tim Chipman and other parents of students at SJES regarding parental concerns with the "Class Dojo" behavior tracking application or the "color chart" system, in general, for the entirety of the 2019-2020 school year up to the date upon which this request is processed by District 117. Responsive documentation should not include any identifying information as to the parent or guardian making contact with Tim Chipman nor the student in question. This request is specifically in regard to parental feedback about the use of the application and/or the "color chart" system at SJES.

f.     Any documentation showing requests made by any South Jacksonville Elementary School parent or guardian for their child to be moved to a different classroom within their grade level and the school district's final response to such requests for the 2017-2018, 2018-2019, and 2019-2020 school years.

2.   From Jacksonville Public School District # 117, as a whole, I am requesting the following:

a.    Any communication that would be responsive to item (lf) above, as applied to all schools within the District, other than Jacksonville Middle School and Jacksonville High School.

If possible, it would be extremely helpful and appreciated if the documentation requested in items (la), (lb), and (le) could be produced by the end of the school day on Wednesday, January 15, 2020, as I intend to speak before the District 117 Board of Education at its scheduled meeting that evening. I do recognize, however, that this is neither a requirement of the District under the Freedom of Information Act nor is it guaranteed to be possible, given the turnaround time requested.

 In accordance with the Illinois Freedom of Information Act (5 ILCS 140), the Chicago Tribune and ProPublica request that you provide the following records:

· Records that show all incidents that included referral to law enforcement, including school-based resource officers, and the underlying offense during the 2018-2019, 2019-2020 and the 2020-2021 school years that did not result in arrest.

· Records that show all arrests of students made inside the school district and the underlying offense during the 2018-2019, 2019-2020 and the 2020-2021 school years.

· Records that show the gender and race of students referred to law enforcement, arrested and/or issued a citation or ticket in the 2018-2019, 2019-2020 and the 2020-2021 school years.

· Records that show all incidents in which students were issued a citation or ticket for an ordinance violation during the 2018-2019, 2019-2020 and the 2020-2021 school years.

The records could include, but not be limited to, disciplinary logs or reports, incident logs or reports, behavior resolution reports, and data that reflects the referrals, arrests and citations during the above years.

We believe all the records are public. These records are being sought as part of research by the news media intended to enlighten the public. If your agency believes any parts of any records are exempt from disclosure, please provide me an explanation to justify the redaction or withholding, and then provide the rest of the records.

Please note that statute does not allow your agency to withhold documents in their entirety if only parts of the records may be exempt. Please provide the information within five days, as required by law.
